Food production  
A large number of small producers, often
unregistered
Although more than 46% of the area surrounding the City is managed as agricultural land, there is a lack of data on its use, and thus data
on the potential for food production. On the other hand, in the rural area, significant areas are still occupied by traditional agricultural
holdings, many of them in the category of elderly households, which significantly slows down the development of these areas, as well as
relatively large areas of agricultural land owned by the state, which due to fragmentation and complicated allocation procedures are not
in use. An additional problem is the extreme mistrust and lack of will to unite among the producers, which, considering their size, puts
them in a disadvantageous position on the market.
Food processing/distribution  
A small number of small processors,
production focused on production of
foodstuffs and not on food processing
Greater support is needed for private processors who would invest in processing capacities, primarily in the area of ensuring sufficient
quantities of foodstuffs, but also in the part related to the adoption of new, more competitive technologies
Food marketing, catering, retail  
most of the food is still on the market through
large supermarkets
Despite the large number of food producers in the area, they are still inaccessible to a large number of citizens due to the lack of sales
premises (market, farmer's market, etc.).
Food consumption  
Only systematic approach exists in the area of
nutrition for kindergarten and school children.
Other trends related to healthier food are
visible only through sporadic actions of the
non-governmental sector.
As a rule, consumers get information about healthy eating through national campaigns in the media. Attempts to systematically educate
about the importance of a healthy diet are limited to school children, sporadically. As a rule, existing gastronomic events are focused on
traditional ways of preparing food from ingredients characteristic for this area.
Food waste  
Establishing of the organic waste disposal

Citizens' desire and awareness of the need to dispose of organic waste is visible, but there is still not enough information about the
success of the system and there is not even a clear system for its management. Additionally, the system currently focuses on organic waste in households, while almost nothing is being done on the disposal of organic waste from the economy (for example, catering
establishments).

Strength
Good geographical location - the green ring of the City of Zagreb (Capital of Croatia), transport and market infrastructure
Preserved natural resources for the development of ecological agriculture (soil, water, air), areas of preserved nature and water protection and sanitary water protection zones
A variety of local food and agricultural products with the potential to increase production and demand
Proactive national and county policy, many years of experience in implementing support programs for farmers
Increase in offer but also in demand in the area of rural, active and green tourism
traditional interesting manifestations with the potential of development beyond the local framework.
Weaknesses
small, fragmented holdings mostly without irrigation, predominant elderly agricultural family farms, low educational structure of farmers, reluctance to connect with each other and join forces
insufficient infrastructure (wholesale markets, cold stores, warehouses, etc.), lack of specialized outlets for local products
The rural population is insufficiently involved in lifelong learning processes
Resistance to change, preference for traditional solutions, lack of innovation and entrepreneurial spirit
Lack of interest of farmers, advisors, and the agronomic profession in redirecting to organic production, prejudices against it

Threats
The proximity of Zagreb enables employment in the non-agricultural sector, as a rule better paid, which results in an increased outflow of labour, especially young people from rural areas.
A decline in living standards and purchasing power due to unpredictable circumstances (for example, the war in Ukraine)
Strong and increasing competition for agricultural and food products from the EU and, especially, from third countries through well-developed import channels
