Aim: Identify policy gap

CRFS policy
Create a list of policies that relate to CRFS.
This overview is divided into policy areas
production/processing/distribution/

Description
Describe the policy: its approach and main goals. Please keep this succinct as this section aims to merely set out the elements
contained within the policy landscape.
Generally, you can stop drawing the policy landscape after this point as policy gaps are evident.

CRFS landscape
Aim: create a snapshot of the CRFS characteristics

Key characteristic of the CRFS Description
Food production
A large number of small producers, often
unregistered
Although more than 46% of the area surrounding the City is managed as agricultural land, there is a lack of data on its use, and thus data
on the potential for food production. On the other hand, in the rural area, significant areas are still occupied by traditional agricultural
holdings, many of them in the category of elderly households, which significantly slows down the development of these areas, as well as
relatively large areas of agricultural land owned by the state, which due to fragmentation and complicated allocation procedures are not
in use. An additional problem is the extreme mistrust and lack of will to unite among the producers, which, considering their size, puts
them in a disadvantageous position on the market.
Food processing/distribution
A small number of small processors,
production focused on the production of
foodstuffs and not on food processing
Greater support is needed for private processors who would invest in processing capacities, primarily in the area of ensuring sufficient
quantities of foodstuffs, but also in the part related to the adoption of new, more competitive technologies
Food marketing, catering, retail
most of the food is still on the market through
large supermarkets
Despite the large number of food producers in the area, they are still inaccessible to a large number of citizens due to the lack of sales
premises (market, farmer's market, etc.).
Food consumption
Only a systematic approach exists in the area of
nutrition for kindergarten and school children.
Other trends related to healthier food are
visible only through sporadic actions of the
non-governmental sector.
As a rule, consumers get information about healthy eating through national campaigns in the media. Attempts to systematically educate
about the importance of a healthy diet are limited to school children, sporadically. As a rule, existing gastronomic events are focused on
traditional ways of preparing food from ingredients characteristic for this area.
Food waste
Establishing the organic waste disposal
system started

Citizens' desire and awareness of the need to dispose of organic waste is visible, but there is still not enough information about the
success of the system and there is not even a clear system for its management. Additionally, the system currently focuses on organic waste in households, while almost nothing is being done on the disposal of organic waste from the economy (for example, catering
establishments).

Food security
monitoring organized through the Croatian
Center for Food Safety
As a rule, consumers trust the food safety control system, frequent monitoring

Strategy development
Aim: define a lab narrative

CRFS status quo
Lack of systematic monitoring of production and the way agricultural land is used, many different initiatives related to food but mutually unrelated and insufficiently known, lack of
cooperation between sectors
CRFS goals
Establish a system of control and monitoring of food, with an emphasis on local production, in all forms - from production to disposal of organic waste
Establish a system of control and monitoring of food, with an emphasis on local production, in all forms - from production to disposal of organic waste
CRFS strategy
Establish cooperation between stakeholders and determine priority areas of development and monitoring

Vision definition
Aim: Translate the CRFS strategy and context assessment into a pilot vision

Formulate the CRFS vision
To establish a modern and flexible system of monitoring and continuous improvement of food flows at the local level with an emphasis on connecting and stronger promotion of local
producers' products.

Velika Gorica Pathway to Action

SWOT
Aim: Execute the SWOT analysis

Strength
Good geographical location - the green ring of the City of Zagreb (Capital of Croatia), transport and market infrastructure
Preserved natural resources for the development of ecological agriculture (soil, water, air), areas of preserved nature and water protection, and sanitary water protection zones
A variety of local food and agricultural products with the potential to increase production and demand
Proactive national and county policy, many years of experience in implementing support programs for farmers
Increase in offer but also demand in the area of rural, active, and green tourism
traditional interesting manifestations with the potential to develop beyond the local framework.
Weaknesses
small, fragmented holdings mostly without irrigation, predominant elderly agricultural family farms, the low educational structure of farmers, reluctance to connect and join forces
insufficient infrastructure (wholesale markets, cold stores, warehouses, etc.), lack of specialized outlets for local products
The rural population is insufficiently involved in lifelong learning processes
Resistance to change, preference for traditional solutions, lack of innovation and entrepreneurial spirit
Lack of interest of farmers, advisors, and the agronomic profession in redirecting to organic production, prejudices against it
Insufficient cooperation between sectors
Low level of social responsibility in most business entities.
Low level of energy efficiency.
Lack of initiative of the local population
Lack of knowledge and skills in using available computer and IC tools and solutions
Absence of a system for monitoring the use of agricultural land
poor transport connection between rural and urban areas, limited mobility in rural areas
Opportunities
Proximity to Zagreb as a technological resource, and the largest Croatian market (public and private sector), with good purchasing power
Free access to the EU market, proximity to many EU areas looking for eco-friendly food and increased demand for ecological products in Zagreb, the Republic of Croatia and the EU
The possibility of placing local food through the development of different forms of tourist offer
Increasing popularity of sports and lifestyles that involve staying outside the cities.
Development of online sales and related distribution systems
Threats
The proximity of Zagreb enables employment in the non-agricultural sector and, as a rule, better paid, which results in an increased outflow of labor, especially young people from rural areas.
A decline in living standards and purchasing power due to unpredictable circumstances (for example, the war in Ukraine)
Strong and increasing competition for agricultural and food products from the EU and, especially, from third countries through well-developed import channels
